Selection of the best RLL solution supporting an ICT-based collaborative principle with respect to sustainable regional development and rural Knowledge Society building.

[edit] General Background and Purpose

The overall objective of the RLL Award Competition, established in the context of the e-rural development, is to select the best one from among good practices in applied Living Lab models, with emphasis on handicapped rural and suburb areas and their population. The specific aims of the competition include:

  • to promote existing, practically working, accessible and intelligent solutions supporting e-rural development, based on open technologies and standards;
  • to minimise the negative impacts of e-exclusion in the society;
  • to improve the overall knowledge of the applied economical, social and environmental sciences;
  • to support affordable collaborative applications and services.

By implementing the RLL Award Competition, the Organizers wish to promote existing collaborative and knowledge tools that support rural and regional development, and to highlight on-going live projects that serve more efficient territorial management, nature conservation, and education. They wish to contribute to better understanding of the top-down and bottom-up processes that take place in rural communities while implementing ITC and knowledge-based solutions, of the position and roles of LL participants, and of problems that are encountered most often during the implementation. They aim at identification of best practices that guarantee the sustainability of RLLs and continuous development of e-rural economy. It must be underlined that the aforementioned sustainability principles refer to the environmental, economic and socio-cultural aspects of applied ICT, and a recognisable balance must be established between these three dimensions to guarantee the desired longevity of the overall growth of the rural economies and societies. Thus, sustainable ICT solutions should:

  • make optimal use of collaborative and knowledge management principles to ensure economic development, to preserve essential social and ecological processes, and to help to conserve biodiversity and natural resources;
  • respect the socio-cultural authenticity, conserve and promote the immovable and live cultural heritage and traditional values, to support multilingualism, and stimulate inter-cultural understanding and tolerance;
  • highlight and advertise the long-term socio-economic benefits (including stable employment and income-earning opportunities as well as social services) of geographic dislocation of economy, and of distribution of facilities and networks.

These definitions and principles are the points of departure for the Award’s scheme. The Organizers of the RLL Award Competition thus invite all interested parties to submit their applications for best Rural Living Lab implementation. The related events under the call are specified in chapter 5 of this Call.

[edit] Eligibility and Award Criteria

This competition invites all types and sizes of educational institutions, administrations, companies, and/or NGO organizations active in any territory of the world, that participate in development of e-collaborative solutions for rural environment of any range: from local to regional, national, continental, to global level. An application may be submitted by any of the organizations providing the LL ICT solution or LL services to end-users. The focus will be put on applicability to suburban and rural territories.

[edit] Eligibility

To be eligible for the Award the submitted projects must meet the following criteria:

  1. They must have been executed within the period of January 2004 to April 2007.
  2. They should be focused on the overall Award objectives.
  3. They must be submitted by an individual or a team representing the applicant.
  4. The RLL application(s) developed within the project must be web-based.
  5. The application description must be written in English language and submitted for evaluation a in digital form (preferably also accessible through a web page).

[edit] Award Criteria

An application submitted to this call will have to comply with a set of criteria based on the LL aims and recommendations: appropriateness to actual user needs, user-friendliness, accessibility and sustainability. The Jury will assess the entries according to the main criterion categories, as listed below:

  • the application addresses a broader community and gives access to collaborative tools to decision makers, stakeholders, organisations providing services in regions, or citizens (e.g. farmers, foresters, businessmen, tourists, etc.);
  • the application has a positive influence on the sustainable development or capacity building in rural regions;
  • the application is being practically used in real environment;
  • the application is interoperable and distinctively simplify multiple usage;
  • the application supports Living Labs principles in rural regions;
  • the application has some proven efficiency (i.e. an applicant has enclosed credit references, evaluating reports and the like).

[edit] How to apply?

The principal objective of an application is to recognize and promote the best e-collaborative example. Therefore, it should be written in a way which enables the evaluation panel to apply all eligibility criteria. Therefore, all submitters shall follow the following rules:

  1. the candidate applications should be submitted according to a template form (to be downloaded from here) and sent to kolkova@pef.czu.cz (please entitle your e-mail as: Application for RLL Award 2007).

  2. The entry form shall present objectives, preliminary results and practical aspects on maximum of six pages, in English.
  3. Entrants shall attach a maximum of five high-resolution (2048x1536 pixels) photos to the application, which are to be used in the promotional activities and official promotional material on the project.
  4. The application can be also accompanied by a poster proving facts described in the entry form. Photo’s and posters can be sent either electronically together with the application to the above e-mail address or by regular mail to the following postal address of the ISZL/ISAF Conference secretariat:

The finalists are subject to producing further verification and more detailed information if requested by the Jury.
All materials submitted remain the property of the (ISZL/ISAF Conference). Participants’ contact details will be preserved by the Organisers with a purpose of building an address database for the next year’s awarding competition, and for the post-Award promotional activities. The Organisers reserve the right to use all received entries as they see fit, either totally or in parts, in relation to the Conference and Award Ceremony or in any other form of media.

Deadline for submissions: April 15th, 2007

A complete proposal consists of:

  1. Maximally six-page (A4) of textual information (in English) put into an entry form, to be submitted electronically.
  2. Maximally five high-resolution (2048x1536 pixels) photos presenting the sustainable solution.
  3. Poster (recommended, finalist duly).

[edit] Conference and Award Ceremony

Conference: Information Systems for Agriculture and Forestry – ISZL/ISAF

The Conference will address:

  • Rural Living Labs
  • scientific opportunities and directions in the European Union and world
  • rural SDI
  • implementation of i2010 initiative
  • information and communication technologies for rural areas
  • applications for agriculture and forestry
  • eLearning for rural areas
  • human aspect of information society development
  • food safety and traceability

The venue will include scientific and commercial presentations, poster exhibition, best practice show case of the three nominees for the RLL Award and of other relevant organisations and companies which express their willingness. High profile speakers are invited from the European Commission, EFITA, European Network of Living Lab, the C@R project, United Nations, European Agencies and other organisations. It is estimated that the event will attract app. 50 international delegates engaged in LL matters and usage at global, European, national, regional and local levels. Winners and finalists will be actively promoted to relevant stakeholders and media.
The Conference will be accompanied by a Gala Dinner where the first three winning projects will be presented and awarded. European Commission and European Institute, FAO, Czech National and regional government and journalist VIP are invited to attend the Gala Dinner and Award Ceremony. The event will take place in the Congress Centre of the Czech Agricultural University in Prague.
In the framework of the Conference an exhibition will be held in the foyer of Congress Hall for two days, thus allowing delegates to attend the exhibition before and after the Conference and Gala Dinner. The three nominees will be offered free exhibition space. The main requirement for all exhibitors is that they focus on best practices in effective LL implementation in rural areas. Additional marketing packages are available for delegates and organisations to be displayed.

[edit] Awards Ceremony

The Award’s scheme aims at raising the LL credibility and broad usage of e-collaboration for sustainable development in digitally excluded or handicapped rural areas – both in the public perception and at national, regional and local government levels, and at demonstrating for the businesses and governments the benefits and advantages of RLL. The nominees will be guests of honour at the Award Ceremony; accommodation and meals for two delegates are provided and they are also invited to present their best practice examples at the Conference.
